Consent mode required for EEA audience and measurement features (the v2 signals)
'Enhanced enforcement of EU UCP for audience and measurement solutions beginning in 2024' — advertisers must send the ad_user_data and ad_personalization signals (consent mode v2) to keep remarketing and conversion measurement for EEA users from March 2024.
What it breaks
Without the two v2 signals, EEA remarketing lists stop filling and modelled conversions stop; it fails silently.
Who it hits: Anyone advertising to EEA/UK users.
